New digital platform offers expanded payment options, easier navigation, and more flexibility for the developer and builder community

LOS ANGELES, CA (June 5, 2026)-The Los Angeles Department of Water and Power (LADWP) has introduced a new online payment option for customers seeking new or upgraded electric service through the Power New Business and Electrification Division (PNBE). Accessible at LADWP.com/ProjectFees, the Online Payment Portal provides an additional method for paying project-related charges associated with electric construction, engineering services and equipment needs. Customers can use project information from their Authority to Bill letter to look up their project and submit payments securely and efficiently.

This new payment option supports LADWP’s goal to improve operational efficiency, modernize existing workflows, and enhance the overall customer experience. By introducing automation into key steps of the payment process, the portal provides convenience while ensuring continuity for customers who prefer to utilize existing payment channels. Current options to pay in-person, by telephone, or by postal mail remain available to customers.

“As we deploy this new solution, we’re taking another meaningful step to support development across Los Angeles,” said David W. Hanson, Interim General Manager. “This new payment portal reflects the direction we’re taking to improve processes, use technology, and improve customer experience. It gives customers a faster, more efficient way to handle project-related payments while we roll out more improvements that will make it easier to build and do business in our city.”

The portal accepts ACH payments for transactions under $1 million. Payments above this amount must be submitted in person or by mail. Payments may take 2-3 business days to be reflected in the system. For project-specific billing questions, customers are encouraged to contact their assigned LADWP representative for individualized support.

Key Features of the Online Payment Portal

New payment option for Authority to Bill charges-including construction fees, engineering fees and equipment charges-completed securely through ACH electronic transfer

Allows for automation of key internal workflows on the administrative back end for payments submitted through the portal, optimizing operational efficiency by reducing staff time required to process each payment

The PNBE Online Payment Portal reflects LADWP’s ongoing commitment to enhancing customer service, streamlining project-related workflows, and increasing flexibility for customers navigating new or upgraded electric service. The portal is now available at LADWP.com/ProjectFees.

About the Los Angeles Department of Water and Power (LADWP)
The Los Angeles Department of Water and Power (LADWP) is the nation’s largest municipal water and electric utility, with 8,007 megawatts (MW) of electric capacity and delivery of an average of 435 million gallons of water per day to more than four million residents, businesses, and visitors throughout the City of Los Angeles. For more than 100 years, LADWP has provided reliable, cost‑effective, and environmentally responsible water and power services to the community.
Guided by a five‑member Board of Water and Power Commissioners-appointed by the Mayor and confirmed by the City Council-and supported by a workforce of nearly 12,000 employees, LADWP continues to modernize its systems and improve customer-facing services. As part of this work, the Department is advancing Mayor Karen Bass’s Executive Directive 19 (ED19) to streamline housing and business development-related service connections. Through ED19, LADWP is reducing delays, simplifying permitting, improving communication with applicants, and deploying more modern digital tools-such as the new online Payment Portal-to create a more transparent, predictable, and efficient experience for builders and developers citywide.
