Pure Water Los Angeles is a collaborative partnership between Los Angeles Department of Water and Power and LA Sanitation and Environment

Los Angeles (March 25, 2025) – At a joint meeting of the Los Angeles Board of Water and Power Commissioners and the Los Angeles Board of Public Works Commissioners on March 25, 2025, the Los Angeles Department of Water and Power (LADWP) and LA Sanitation and Environment (LASAN) jointly announced the completion of three key program planning documents for Pure Water Los Angeles, a water supply and resiliency initiative collaboratively developed by LADWP and LASAN to design, build, and operate an exceptionally advanced water purification system. These documents establish a planning framework for Pure Water Los Angeles and consist of a Master Plan authored by LADWP, the Hyperion Program Implementation Plan created by LASAN, and an introduction connecting those two documents.
Pure Water Los Angeles aims to produce up to 230 million gallons of purified recycled water per day, creating a new, sustainable supply of drinking water and supporting the transition to a 70 percent local water supply.
“An equitable, secure, and safe water supply for all Angelenos is the priority for LASAN and LADWP and is the driving force behind the Pure Water Los Angeles program,” said LASAN’s Director and General Manager, Barbara Romero. “As climate change and its associated natural disasters continue to escalate, advanced and ambitious solutions are needed. LASAN looks forward to continuing to partner with LADWP as we move into the next phase of the program.”
“With these documents, we now have a framework to help us plan for the program’s phasing and timing, and steer Pure Water Los Angeles into the future,” said Anselmo Collins, LADWP Senior Assistant General Manager – Water System. “The Master Plan and Hyperion Program Implementation Plan will be instrumental in guiding our course, and their completion marks a significant step for the program, drawing us closer to being able to provide Los Angeles a new drinking water supply source for the city.”
The completion of these documents represents a collaborative process of over five years between LADWP and LASAN and marks the start of the next phase of Pure Water Los Angeles as the program moves into the California Environmental Quality Act (CEQA) environmental review period.
